COMMUNITY WORK PROGRAMME FUNDED BY COGTA
The COW is implemented by Implementing Agents who are contracted by the Department of Cooperative Governance. Tholwana e Molemo (in partnership with Lima Rural Development) is the Implementing Agent in the Thabo Mofutsanyana District and is responsible for the Maluti a Phofung Site featured in the Youtube video. Carl Maluleke is the Site Manager of the Maluti a Phofung site and is also the Operations Manager of Tholwana e Molemo. Special projects at the site include :

The Community Work Programme (CWP) is a government initiative designed to provide an employment safety net, by providing participants with a predictable number of days of work per month, thus supplementing their existing livelihood strategies and affording them a basic level of income security through work (labour). The programme is targeted at unemployed and/or underemployed people over 18 years of age, including those whose livelihood activities are insufficient to lift them out of poverty.
